The terms

You pay per paper, however many people read it. Reading and sending things in stay free for everyone else. Prices are shown per month but billed yearly by default; paying month to month costs a bit more, because card fees take a bigger bite out of small payments.

Whoever started a paper pays for it, and only after they’ve seen the final prices and agreed to them. You can close a paper whenever you like, and a full export is on the way.
